具体流程:
1)申请
申请单位通过电子方式或书面方式，向直属局提出申请，同时按照不同产品的要求并向检疫局提供相关附随单证，须加盖公章，并附光盘。
2)受理
直属局根据申请单位提交的材料是否齐全、是否符合法定形式作出受理或不予受理的决定，履行受理受理手续后，向***质检总局动植司递交申请。
3)审核、批准
动植司根据动植物疫情、******、公告禁令预警通报等对直属局提交的申请进行审核，作出许可或不予许可，并签发《许可证》或《未获准通知书》。
审批工作自直属局受理之日起20个工作日内完成。在货物发运前，许可证必须已签发。否则会影响报验和通关事宜。
进口水果清关操作:
备案做好之后可以国外发货，一般水果进口都是采用冷藏柜的，冷藏柜子到港口需要特别的处理，需要停放在仓库里面而且需要提供电源供应。我们柜子到了港口就需要马上处理清关手续，因为一般的冷冻柜都没有设免仓期，而且每天在码头产生的费用是特别高的水果到了码头，我们首先申请商检，让商检的人过来看货抽样，一般不会出现问题（之前有做备案），出来报检证书，就可以下一个环节清关的动作，清关的时候需要我们提供装箱单、合同、***、打冷报告、植检证、产地证、还有提交***和关税。通过之后安排拖车运输到指定的地点。
