答：根据《海关法》第四十六条：个人邮寄进出境的物品，应当以自用、合理数量为限。根据《关于调整进出境个人邮递物品管理措施有关事宜的公告》（***2010年第43号公告）：个人寄自或寄往港、澳、台地区的物品，每次限值为800元***；寄自或寄往其它***和地区的物品，每次限值为1000元***。对于个人寄递出境的口罩等防疫物资，应当符合上述规定。邮寄出口的商业性邮件，应按照货物规定办理通关手续。

答：企业往国外寄递口罩等防疫物资，应当按照C类快件或普通货物办理通关手续。
按照C类快件办理通关手续的，寄递货物单票价值应当低于5000元***（不包括运、保、杂费等），且不得包括以下四个情形：
1.涉及许可***管制的；
2.需要办理出口退税、出口收汇或者进口付汇的；
3.一般贸易监管方式下依法应当进行检验检疫的；
4.货样广告品监管方式下依法应当进行口岸检疫的。
按照普通货物办理通关手续的，应当根据出口货物的具体种类，办理相应的通关手续。捐赠物资应参照普通货物办理通关手续。
