回答：普通口罩等非***器械管理的防疫物资，没有监管条件，有进出口权的企业，就可以直接出口。涉证的口罩等防疫物资，需要产品三证（1.营业执照范围有（含有***器械经营证、2.备案证或者注册证、3.厂家检测报告）），然后有进出口经营权的企业，再行出口。
2.出口防疫物资的企业需要有什么资质？
回答：总结来说，产品不涉证的，只要有进出口权，就能出口。若是涉证产品，需要四个资质：进出口权、产品三证（1.营业执照范围有（含有***器械经营证、2.备案证或者注册证、3.厂家检测报告）），以上是销售的资质要求。
如果是企业想赠送或者代替海外关联公司采购，需要情况说明、涉证的产品需提供三证（同上）即可出口。
