1、进口公司需到进口商所在地商检局做进口香皂收货人备案，获取备案。
2、在获取备案后，到进口商检局做进口香皂标签备案，申请资料2份标签审核申请表、中文标签样张纸质版，原标签及中文翻译件。
3、香皂标签做好后，货到进口港口后安排到船公司换单，到商检局报检。
4、出关单，关报关，出税单，缴税，关放行，安排货物进境。
5、商检局检务科对香皂进行查验和抽样送检
