1、香皂进口报关到岸手续是先商检后报关，商检要对货物进行核对：包装是否符合标准；还要对货物文件进行审核，包括湿纸巾出口国出具的产地证、装箱单、invoice、等；对于湿纸巾以“托”来打包包装的，如果是采用木托，还必须审核出口国出具的“熏蒸证明”。
2、香皂装箱明细和报关资料必须完全统一，若资料不一致，以欺报论处，另外柜口每个品种的货物分别放几箱样品，方便商检。
