1、质检总局对进口水产品实行准入制度，首先要输华检验检疫准入资格或已有输华贸易的（地区）及水产品品种目录范围内，其次国外的企业必须在质检总局公布的水产品准入企业名单内。若未这两项条件，进口的水产品将被检验检疫部门实施销毁或退运处理。为保护国内进口企业的利益，浙江台州检验检疫局提醒相关企业:在进口水产品前，应及时向当地检验检疫部门进口水产品相关检验检疫政策，并提前办理好进口食品场所的备案工作，以免造成不必要的经济损失或耽误水产品的顺利进口。
2、进口商在进口前需要先确认进口海鲜是冰鲜、活的还是冷冻的海鲜，是养殖的还是野生的，因为类型决定进口流程的不同，提供报关手续也不一样，至于进口税率是根据进口来定的，一般分为普通进口税率、惠国税率、协定税率等。
3、进口商在进口前确认企业自身资质，经营范围是否有食用农产品（或是相关水产品、冷冻冷藏等）、进出口权及港口冷库备案协议，也可借用我司报关***进口。
4、鲜活水产品需要预申报，在货物到达前办理好申报手续，在货物到港后5小时内清关完成。

In order to protect the interests of domestic import enterprises, Zhejiang Taizhou inspection and Quarantine Bureau reminded relevant enterprises: before importing aquatic products, they should timely report to the local inspection and quarantine department the relevant inspection and quarantine policies of imported aquatic products, and handle the filing work of imported food places in advance, so as to ***oid unnecessary economic losses or delay the ***ooth import of aquatic products.
2. Before importing, importers need to confirm whether the imported seafood is ice fresh, live or frozen, cultured or wild. Because the type determines the import process, and the customs clearance procedures are different. As for the import tax rate, it is generally divided into general import tax rate, preferential country tax rate, and agreement tax rate.
3. Before import, the importer shall confirm the qualification of the enterprise, whether the business scope has the record agreement of edible agricultural products (or related aquatic products, frozen and refrigerated products, etc.), import and export right and port cold storage, and may also use our customs declaration qualification to import.
4. Fresh aquatic products need to be pre declared. The declaration formalities shall be completed before the arrival of the goods, and the customs clearance shall be completed within 5 hours after the arrival of the goods.
