1、确定进口的水产品是否在我国准入名单内，出口厂商是否已经在我国注册备案等。进口公司是否有进出口经营权及海鲜产品销售经营许可证。
2、在货物到港之前，根据公司进口年货量，申请进口许可证，有效期半年，可以重复使用，办理时间需要三周左右。
3、鲜活或冰鲜水产品预申报，在货物到达前办理好申报手续，在货物到港后3至5小时清关完成。
