进口肉类产品收货人备案
(一)备案申请材料
1.《进口肉类收货人备案申请表》(纸质材料及电子版)、《进口肉类检验检疫知识答卷》(可在***外网***);
2. 工商营业执照、统一社会***代码、法定代表人***明、对外贸易经营者备案登记表等的复印件并交验正本;
3.企业质量安全管理制度;进口肉类收货人企业质量安全管理制度须包含肉类进口和销售记录制度、产品追溯管理制度、不合格产品召回和处理制度等;
4.企业***机构设置、负责进口肉类的部门和岗位职责、设立食品安全员岗位;
5.拟经营的肉类种类、存放地点;
6.2年内曾从事肉类进口、加工和销售的,应当提供相关说明(肉类品种、数量);
7.自理报检的,应当提供自理报检单位备案登记证明书复印件并交验正本。
海关核实企业提供的信息后,准予备案。
(二)申请材料的提交
向工商注册地海关提交“申请材料”的1至7项纸质备案申请材料。 办理流程
1.申请单位填报备案申请表及知识答卷;
2.向工商注册所在地海关提交随附材料,并同时校验原件;
3.相关海关审核材料的完整性和真实性,将符合条件的企业名单报送总署;
4.总署公布备案的进口肉类收货人名单。已备案的进口肉类收货人可在各指定口岸/查验场开展进口肉类贸易。
办理形式
窗口办理 审查标准
进口肉类收货人应当于进口前向工商注册地海关申请备案。海关部门对企业提供的下述信息进行核实:
1.工商营业执照、***机构代码证书、法定代表人***明、对外贸易经营者备案登记表等的复印件并交验正本;进口肉类收货人的企业法人营业执照经营范围应包含食品或农产品(货物)的进口、生产、经销或代理等内容。
2.企业质量安全管理制度;进口肉类收货人应设立食品安全员岗位,法人代表或者法人代表***的业务负责人,食品安全员需熟悉进口肉类相关******;并建立并有效实施进口食品质量安全管理制度(包括食品进口及销售记录产品追溯管理制度、不合格食品召回、处理等制度);
3.与肉类安全相关的***机构设置、部门职能和岗位职责;
4.拟经营的肉类种类、存放地点;
5.2年内曾从事肉类进口、加工和销售的,应当提供相关说明(肉类品种、数量);
6.自理报检的,应当提供自理报检单位备案登记证明书复印件并交验正本。
7.进口肉类收货人应具有相对稳定的供货来源和国内销售、加工利用渠道;提供境外供应商备案名单和国内销售或加工企业名单。
8.进口肉类收货人积极配合检验检疫机构执行公务,承诺一旦发生***违规事件,导致严重后果的,企业及法人自动退出肉类进口行业;如进口肉类备案收货人两年以上(含两年)没有开展进口肉类业务的应重新备案。诚信经营,无***和重大违规行为。
Record of c***ignee of imported meat products
(1) Filing application materials
1. Application form for filing of imported meat c***ignees (paper materials and electronic version) and answer sheet of imported meat inspection and quarantine knowledge (***ailable for download on the Internet of the General Administration of Customs);
2. Xeroxed copies of the business license for Industry and commerce, unified social credit code, identity certificate of the legal representative, registration form of the foreign trade operator, etc. and the original shall be submitted for inspection;
3. Quality and safety management system of the enterprise; the quality and safety management system of the imported meat c***ignee enterprise shall include the meat import and sales record system, product traceability management system, recall and disposal system of unqualified products, etc;
4. Set up the organizational structure of the enterprise, take charge of the departments and post resp***ibilities of imported meat, and set up the post of food safety officer;
5. The type and storage place of meat to be operated;
6.2 for those who h***e been engaged in the import, processing and sale of meat within the year, relevant descripti*** (meat variety and quantity) shall be provided;
7. In case of self inspection application, a copy of the registration certificate of self inspection application unit shall be provided and the original shall be submitted for inspection.
After verifying the information provided by the enterprise, the customs shall approve the filing.
(2) Submission of application materials
Submit 1 to 7 paper filing application materials of "application materials" to the Customs at the place of industrial and commercial registration. Handling process
1. The applicant shall fill in the filing application form and knowledge answer sheet;
2. Submit the attached materials to the customs where the industrial and commercial registration is located, and verify the original at the same time;
3. The completeness and authenticity of relevant customs audit materials, and submit the list of qualified enterprises to the General Administration;
4. List of c***ignees of imported meat announced and filed by the general administration. The registered c***ignee of imported meat can carry out import meat trade at each designated port / inspection site.

The c***ignee of imported meat shall apply to the Customs at the place of industrial and commercial registration for the record before import. The customs department shall verify the following information provided by the enterprise:
1. Xeroxed copies of business license for Industry and commerce, organization code certificate, identity certificate of legal representative, registration form of foreign trade operator, etc. shall be submitted for inspection; business scope of business license for enterprise legal person of imported meat c***ignee shall include import, production, distribution or agency of food or agricultural products (goods).
2. The quality and safety management system of the enterprise; the c***ignee of imported meat shall set up the post of food safety officer, the business principal authorized by the legal representative or legal representative, and the food safety officer shall be familiar with the relevant laws and regulati*** of imported meat; and establish and effectively implement the quality and safety management system of imported food (including the traceability management system of food import and sales reco***, the recall management system of unqualified food) , treatment and other systems);
3. Organizational structure, department functi*** and post resp***ibilities related to meat safety;
4. The type and storage place of meat to be operated;
5.2 for those who h***e been engaged in the import, processing and sale of meat in the past two years, relevant descripti*** (meat variety and quantity) shall be provided;
6. In case of self inspection application, a copy of the registration certificate of self inspection application unit shall be provided and the original shall be submitted for inspection.
7. The c***ignee of imported meat shall h***e a relatively stable source of supply and domestic sales, processing and utilization channels; provide a list of foreign suppliers and a list of domestic sales or processing enterprises.
8. The c***ignee of imported meat shall actively cooperate with the inspection and quarantine institution in the performance of official duties, and promise that in the event of any violation of laws and regulati***, leading to serious c***equences, the enterprise and legal person shall automatically withdraw from the meat import industry; if the c***ignee of imported meat record has not carried out the import meat business for more than two years (including two years), it shall re record. Honest operation, no illegal or major violati***.
