（一）国内口岸报关注意问题：
1、发货人是否有进出口资质。
2、发货人出口货物，是否需要做出口退税。
3、发货人出口货物报关需要的资料，箱单***合同，包装唛头，保单等信息是否可以。
4、发货人出口货物是否为化工品或者***品。如果是，需要提供上海化工院出具的货物运输安全鉴定书。注意下，此证书只有当年有效，隔年无效。
（二）国外口岸报关注意问题：
1、国外收货人是否具备该***的进出口货物资质。
2、国外的收货人是否可以提供的当地海关申报的相关证书。
3、国外的收货人进口货物清关交税是否邦定海关账户***。
4、国外的收货人进口货物清关，报关资料是否齐全。
5、国外的目的港报关是否与中国有协定税率，在出口时是否出具协定税率的CO原产地证书。
6、国外的目的港报关完毕后，收货人是否具备装卸货物平台。
（1） Precauti*** for customs declaration at domestic ports:
1. Whether c***ignor has import and export qualification.
2. Whether the c***ignor needs to make export tax refund when exporting goods.
3. Whether the information required for customs declaration of the c***ignor's export goods, such as packing list, invoice contract, packing mark, insurance policy, etc. are ***ailable.
4. Whether the goods exported by the c***ignor are chemicals or dangerous goods. If yes, it is necessary to provide the certificate of goods transportation safety issued by Shanghai Chemical Industry Institute. Note that this certificate is only valid for the current year and invalid for the next year.
（2） Precauti*** for customs declaration at foreign ports:
1. Whether the foreign c***ignee has the import and export qualification of the country.
2. Whether the foreign c***ignee can provide the relevant certificate of local customs declaration.
3. Whether the customs account bank is established for customs clearance and tax payment of foreign c***ignee's import goods.
4. Whether the customs clearance and declaration materials of foreign c***ignee's imported goods are complete.
5. Whether the customs declaration of foreign port of destination has agreed tax rate with China, and whether the co certificate of origin with agreed tax rate is issued at the time of export.
6. Whether the c***ignee has a loading and unloading platform after the customs declaration of the foreign destination port is completed.
