（一）进出口货物的申报
进出口货物的收、发货人或者他们的代理人；
（二）进出口货物的查验
进出口货物，除特准查验的以外，都应接受海关查验。
（三）进出口货物的放行
海关对进出口货物的报关，经过审核报关单据、查验实际货物，并依法办理了征物税费手续或减免税手续后，在有关单据上签盖放行章，货物的所有人或其代理人才能提取或装运货物。
