1进口公司需到进口商所在地商检局做进口香皂收货人备案，获取备案号。
2在获取备案号后，到进口商检局做进口香皂标签备案，申请资料2份[标签审核申请表、中文标签样张纸质版及小于250K的电子版，原标签及中文翻译件（纸质版及小于250K的电子版）、反映产品特定属性的证明材料等
3香皂标签做好后，货到进口港口后安排到船公司换单，到商检局报检。
4 出具通关单，海关报关，出具税单，进口香皂收货人缴纳关税***，海关放行，安排货物进境。
5 商检局检务（4）科对香皂进行查验和抽样送检，商检查验后过海关通道，（海关如布控，则海关需要查验）
6 查验放行后，货物应放到商检局认可的仓库存放，并加贴中文标签，（第二次进口可在国外加贴中文标签）
7 送检结果出来后，合格的签发《卫生证书》，进口商/代理商/经销商/收货人获得合格的《卫生证书》后方可销售使用该批香皂。不合格的签发“检验检疫处理通知书”，报检人要求索赔的，可申请出具不合格《卫生证书》。报检人应按照处理意见进行处理。
The import company shall go to the local commodity inspection bureau where the importer is located for the record of the c***ignor of imported soap and obtain the record number.
2. After obtaining the record number, go to the import and Commodity Inspection Bureau for import soap label filing, and apply for 2 copies of application materials [label review application form, Chinese label sample paper version and electronic version less than 250K, original label and Chinese translation (paper version and electronic version less than 250K), and certification materials reflecting product specific attributes, etc
3. After the soap label is finished, the goods will be sent to the shipping company to change the order after the goods arrive at the import port, and then apply to the Commodity Inspection Bureau for inspection.
Issue customs clearance form, customs declaration, issue tax bill, import soap c***ignees pay tariff value-added tax, customs clearance, arrange goods entry.
5. The inspection (4) section of the Commodity Inspection Bureau conducts inspection and sampling inspection on the soap, and passes through the customs channel after the commodity inspection. (if the Customs control, the customs needs to check.)
6. After inspection and release, the goods shall be put into the warehouse approved by the commodity inspection bureau and labeled in Chinese. (for the second import, Chinese labels can be attached abroad.)
7. After the inspection results come out, the qualified ones will be issued with "health certificate", and the importer / agent / dealer / c***ignee can only sell and use the soap after obtaining the qualified "health certificate". If the inspection and quarantine treatment notice is issued for unqualified products, and the inspection applicant claims for compensation, the unqualified health certificate can be applied for. The inspection applicant shall handle the case in accordance with the handling opini***.
