全断面隧道掘进机又称为全断面掘进机、盾构机；台湾译作全断面（隧道）钻掘机，英文缩写为TBM（Tunnel Boring Machine），是专门用在开凿隧道的大型机具。盾构机作为装备制造业标志产品，据预测，2020年，我国将有36个城市拥有地铁，城市轨道交通累计营业里程达到11042公里。据不完全统计，目前，我国大约有85%的盾构掘进机依赖进口，欧洲和日本等公司的地盾构机在中国的盾构掘进机市场上占主导地位。 盾构机，是集光、电、机、液、传感和信息等技术于一体的当今***的超大型高精尖设备，广泛运用于地铁、水电、城市管网等地下工程。通俗来讲，盾构机就像一个巨型电动剃须刀，头端圆形表面镶嵌着密密麻麻的小刀头，运转起来可以对细小的“胡碴”进行刮除，面对坚硬的岩石层，也能如“钢铁***”般掘进隧道……
1：二手盾构机主要进口***一般是日本、韩国、德国、美国、俄罗斯、英国、法国、台湾，西班牙，澳大利亚，加拿大等***，国内对于二手盾构机进口海关监管条件相对比较严格，首先需要企业开通备案系统做装运前检验检疫备案、国外装运前检验检疫证书，办理进口机电证等。

2：由于二手隧道掘进机体积庞大重量超高超宽等特点，在海外提货运输及海运上都是需要提前考虑的问题，海运需要提前预定滚装船或是散货船运输，装卸加固等，并买好国际运输***。国内清关后送货过程中也要考虑所经过的高速路及桥梁的承载力等，需要提前办理大件货物运输证尽量选择夜里运输送货事宜。
